QUALIFICATIONS AND EXPERIENCE:

Self-employment:
Established consulting business in September 1992 with the intention of providing personal, high quality services to clients on construction related matters.

To date I have provided consulting services including construction cost managing and monitoring, design development and reconstruction cost estimates, project inspections, forensic analysis and general opinions regarding construction methods and procedures. These services and opinions were provided to property developers, design firms, financial institutions, insurance companies, legal firms and private homeowners, on projects ranging from single family residences and high-rise offices, to commercial and industrial buildings.

With our in-house facilities available, and my past experience in scheduling, I am able to provide clients with a variety of time, management and material schedules. These range from bar charts to complex critical path schedules, and are presented in formats that suit the particular requirements of the user or project.

Construction Consulting:
Employed by a construction consulting firm for five years, during which time I performed the following tasks:

1. Monitoring: Provided financial management/monitoring services to developers, property owners and financial institutions through evaluation of contractor's submitted payment applications and change orders requests.
2. Estimating: Provided cost estimating services to developers, architects, engineers, property owners, insurance companies and legal firms. The estimates varied from conceptual to final level, and were for the development of new projects or reconstruction of existing projects.
3. Management: Acted as Owner's representative on projects, with the responsibility of managing the Owner's interests in and duties towards the project.
4. Consulting: Provided general assistance to clients on matters regarding construction methods, procedures and documents.
5. Claims: Assisted clients with forensic analysis of project documents, drawings and constructed work, and prepared cost estimates if corrective work was required. Opinions on these matters were also provided in depositions and trials.
6. Offices management: Managed the company's branch office, during which time I was responsible for management, profitability and marketing of the company's services to the construction related community.

Construction Management:
Commencing in July 1985, a construction management company, which acted on behalf of developers, employed me; I developed their properties and contracted work as general contractor. I was part of the office management and support staff whose responsibilities were to provide the development documents, contract the work and oversee its execution. My pre-construction duties varied from preparation of cost estimates, establishing development budgets, submittal and approval of drawings and attending meetings with financial institutions. Post contract duties varied from evaluation of submitted bids, the selecting and contracting with subcontractors, drafting of schedules and assisting in processing of project accounts.

Trade journeyman:
Since my immigration to America, I've had hands-on trade experiences in the fields of drywall, metal stud framing and carpentry, while employed by several companies in Colorado and San Diego.

Immigration:
Immigrated to the United States of America in April 1984, settled in San Diego during November 1984, and have since continued my stay in the local area, except for a period of time when I received an inter-company transfer to manage their Hawaii branch office.

General Contracting:
During my two years of B.Sc. studies, a general contracting company employed me. The first year I was appointed to the scheduling department, and the second year to an on-site position of assistant project manager. In the scheduling department I drafted schedules for projects that included housing, industrial and commercial developments. On the construction site my responsibilities were the coordination and control of company personnel, sub-contractors, materials and equipment. As a member of the Owner's project team, I was responsible for coordination of information and resolution of design and administrative problems. After completion of my studies, and before I immigrated to America, I also worked in the estimating department where I assisted with bid preparation.

Military Service:
Fulfilled 2-year compulsory military service in the South African Defense Force from January 1982 to December 1983. Drafted into the Personnel Service Division of the Army and obtained the rank of first Lieutenant, hereafter after I was appointed to serve in the Personnel Operations Command with the responsible of coordinating the supply and movement of manpower.
